Impact profiles

Draft measure packages and their permutations are pulled from eTRM every night. A package with bad data is left out and listed here with the reason, so the PA that leads it can fix it in eTRM. A failed sync is retried and raises an alarm if it keeps failing.

   The last 20 syncs, newest first.

   For CPUC system administrators.
