Reference data

The data packs the engine and the modules read, ACCs, eTRM packs, the impact profile library, cost-test sets and the rest. Every run and every filing records the packs it used. A draft can be used for analysis runs but not for filings; a published pack is never changed, and a withdrawn one keeps the runs that used it.
