CEDARS

Program fields

Every field of a program's definition: what it means, how to fill it in and the values it takes. Definitions come from the data dictionary wherever it has the field. A program's administrators change these on the program's change form, which offers only the values listed here; a retired value stays on the versions that have it.

PrgID

Definition

The program's identifier, used by every upload and every module to name the program.

In CEDARS' Programs list
PrgID
Who sets it
CPUC staff, when the program is added

How to fill it in

A PrgID is given once, when the program is added to the registry, and never changes or is reused. Budget filings, claims, monthly reports and documents name the program by its PrgID instead of repeating its attributes (BR-13.1).

A PA's own program starts with the PA's code and an underscore (PGE_..., SCE_...); a statewide program's starts with SW_. A statewide program's allocated rows in a filing carry the funding IOU's code in front (PGE_SW_...).

Valid values

Letters, digits, underscores and hyphens, up to 60 characters, starting with the PA's code.

Program administrator

Definition

The program administrator (PA) that runs the program, or SW for a statewide program funded by several PAs.

In CEDARS' Programs list
PA
Who sets it
CPUC staff, when the program is added

How to fill it in

Set when the program is added. A statewide program has no single administrator: it shows as Statewide (SW), and its costs and savings are shared among the funding PAs by the statewide allocation factors.

Valid values

One of the PAs registered in CEDARS, by its code (PGE, SCE, SCG, SDGE, the RENs and CCAs), or SW.

Program name

Definition

The program's name as filed with the CPUC.

In CEDARS' Programs list
ProgramName
Who sets it
The program's administrators, on its change form

How to fill it in

Use the name in the decision, resolution or advice letter that approved the program, written the same way each time. The name a customer sees, if it differs, goes in Commercial name.

Do not put the PrgID, the PA's code or the program years in the name; they are fields of their own.

Valid values

Text, up to 300 characters. Required.

Commercial name

Definition

The name the program is marketed under to customers, where it differs from the filed name (BR-13.5).

Who sets it
The program's administrators, on its change form

How to fill it in

The catalog finds a program by either name, so a customer or implementer who knows only the marketed name can find it. Leave it blank when the program is marketed under its filed name.

Valid values

Text, up to 300 characters, or blank.

Status

Definition

Where the program is in its life, from new to closed.

In CEDARS' Programs list
ProgramStatus
Who sets it
The program's administrators, on its change form

How to fill it in

A program moves through the statuses in order: new, active, closed to new commitments, closure pending, closed. Change the status from the date it takes effect; the earlier version keeps the earlier status, so reports for earlier years still show it.

A closed program stays in the registry and in search (BR-13.4). Claims can still be filed against a program that is closed to new commitments for the commitments it made before.

In CEDARS' Programs list
PrimarySector
Who sets it
The program's administrators, on its change form

BPSector
Who sets it
The program's administrators, on its change form

How to fill it in

Write each sector the program serves with its share of the budget, for example "Commercial: 0.9, Industrial: 0.1". The shares add up to 1. A program that serves one sector has one share of 1. Budgets are allocated by these shares; claims report the sector actually served (BR-13.2).

Valid values

Sector names from the Primary sector list, each with a share between 0 and 1; the shares add up to 1.

Help with this page: Program fields

Every field of a program's definition, in the order a program's page shows them: what the field means, how to fill it in, and the values it takes. Where the data dictionary has the field, its definition is the dictionary's, linked to its entry there.

A field with a list of values says which ones are offered and how many programs carry each. A retired value stays on the versions that have it and is no longer offered to other programs; values on record that the list lacks are named under the table.
